The head of the Ukrainian delegation gave this information. David Arkhamia, a member of the Ukrainian delegation who leads the ruling party in parliament, said the delegations met face-to-face in Istanbul on Tuesday after two weeks of video talks. Kavusoglu said that the decisions taken during the talks were not fully implemented on the ground. During talks in Istanbul on Tuesday, Ukraine presented an expanded outline of a peace deal under which its country would remain neutral but a group of countries would guarantee its security, including the US, Britain, France, Turkey, China and Poland.
